In the summer of 2002, I learned that the Global Security Institute was assembling a team of top experts in the arms control and disarmament field with records of exemplary service to both Republican and Democratic administrations.
The team, dubbed the Bipartisan Security Group, is collectively and deeply concerned about the future of the multilateral treaties that protect Americans and the world from the threats posed by weapons of mass destruction.
Many of us were key players in the painstaking negotiations that lead to those treaties. We are alarmed by the increasingly flagrant disregard for multilateralism and the rule of law we have seen coming from Washington, D.C. in recent years. In response, we have set out to assist Members of Congress by providing reliable and balanced information and analysis of global security policies in the form of Policy Briefs, Capitol Hill Policy Seminars, and face-to-face meetings with members of Congress and their staff. I am honored to have been asked to direct this initiative.
On October 8, 2002, the Co-Chairs of the House of Representatives Bipartisan Task Force on Non-proliferation announced to Congress the formation of the Bipartisan Security Group.
Since we began our work, we have helped organize several major policy forums on Capitol Hill for Members of Congress and their staff, authored and distributed policy briefs on pressing national security issues, and held many face-to-face meetings with Members of Congress and their staff. Our plans for the future are ambitious, and I am optimistic that we will be able to make a meaningful contribution.
